The Program offers participants the opportunity to meet with and question a broad cross section of regional, state and national leaders who, collectively, have a vast array of experience to offer.

Participants are selected according to a comprehensive list of criteria including a demonstrated capacity for leadership, broad ranging interests and willingness to obtain positions of substantial responsibility in the community.

Approximately 30 people participate in the program each year.

Developing a vision and sharing that vision are crucial tasks for leaders. Through the Program, each individual can broaden their knowledge and understanding of the region’s issues, by listening to and questioning existing leaders and working with group members to discover the best ways of sharing a vision.

The Program primarily covers the Shires of Campaspe, Mitchell, Moira, Murrindindi and Strathbogie, as well as the Rural City of Benalla and the City of Greater Shepparton.  However the Program has accepted participants from Kerang, Wangaratta, Deniliquin (NSW), Finley (NSW), Tocumwal (NSW) and Berrigan (NSW).   

Time Commitment 

The time commitment required by the Program is usually about 25 days per year consisting of:

  • an opening retreat (2 days), to get to know the group and learn about the program;
  • a series of 15 seminar days (averaging about 2 days per month on scattered Mondays and Fridays), featuring field trips, tours, speakers and question & answer sessions;
  • a trip to Canberra (4 days), usually in the middle of the year, to see issues from a national perspective;
  • a trip to Melbourne (2 days), usually later in the year to see issues from a state perspective;
  • a closing retreat (2 days), to reflect on the year and what the participants have learned

Successful graduation from the Program will be determined by an exemplary record of participation.

Selection Criteria

Candidates should:

  • be able to demonstrate leadership potential;
  • show a genuine interest in community affairs;
  • have the potential to commit their time and energy to the community;
  • be ready to accept the time commitment required for completing the Program.

Potential participants complete an application form, attend an interview and if selected are offered a place in the upcoming program.
